Hi if I upgrade my Belkin HDMI 1.3a cable to a Monster HDMI 900 cable, would I get better picture & sound?

NO.
HDMI is a digital signal, it will either work or it won't. If the TV can decode the numbers and assemble a picture, that's as good as it gets.
Monster cables are expensive overkill. Save your money and use the budget cables.
