The only way to raise its special attack is to train using EV's (effort values). You get them every time you battle a pokemon, and each pokemon can only accumulate so many (610 or so). If you've been raising your Gothitelle by battling, then it probably already has accumulated all of the EV's that it can get. If you want it to have the highest EV's, breed it and start from a baby (have it hold an Everstone and half of its eggs will also have a modest nature). Then have it fight only pokemon who give special attack EV's (litwicks are good because in celetial tower you'll find only litwicks). They give 1 EV per battle. The Macho Brace will double that, and pokerus will double that as well. Once you have 252 EV's in sp. Attack, you can have it fight anything to level up the rest of the way.
